Cigarette smuggling dents Romanian budget revenues

The largest cigarette manufacturers in Romania estimate that the buoyant black market for cigarettes in the country will deny the state budget over €1bn in 2010. Companies such as British American Tobacco, Japan Tobacco and Philip Morris claim that cigarette smuggling has increased dramatically following last year’s major hike in the rate of excise taxes levied on tobacco products.
The volume of illegally traded cigarettes in Romania accounted for 36.2% of the total cigarette market in February 2010, an increase of 22% compared to Q4 2009, according to a study carried out by Novel Research.
